JIAN (Jurnal Ilmiah Administrasi Negara) is a journal that provides scientific information aimed at researchers, research institutions, government agencies, and stakeholders. JIAN (Jurnal Ilmiah Administrasi) Negara publishes manuscripts that focus on research results on government policy innovation. JIAN (Jurnal Ilmiah Administrasi Negara) is published and printed twice in each volume by Program Studi Administrasi Publik, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Bojonegoro.

PEER REVIEW PROCESS

JIAN employs a rigorous double-blind peer review process. Upon submission, manuscripts undergo an initial evaluation to ensure alignment with the journal's scope and guidelines. Qualified reviewers, chosen by the editor-in-chief or associate editors, assess the manuscripts' quality, originality, and adherence to ethical standards. The peer review is conducted anonymously, with both authors' and reviewers' identities kept confidential. Reviewers provide detailed feedback, critique, and recommendations, allowing authors to improve their work. The editor-in-chief evaluates the reviewers' comments and makes the final decision on acceptance, revision, or rejection of the manuscript. The peer review process ensures the publication of high-quality, well-researched articles that contribute significantly to the field of social sciences.

 

OPEN ACCESS POLICY

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.

 

ARCHIVING

This journal utilizes the LOCKSS system to create a distributed archiving system among participating libraries and permits those libraries to create permanent archives of the journal for purposes of preservation and restoration. More...

 

PUBLICATION ETHICS STATEMENT

Duties of Authors:

  1. Reporting Standards:
    Authors must provide an accurate account of the research conducted and present an objective discussion of its significance. All underlying data must be truthfully reported in the manuscript. Sufficient detail and references should be included to allow others to replicate the work. Any fraudulent or deliberately inaccurate statements are considered unethical.

  2. Data Access and Retention:
    Authors may be asked to provide raw data related to their study for editorial review. They should be prepared to supply such data within a reasonable time frame.

  3. Originality and Plagiarism:
    Authors are required to ensure that their work is entirely original. If they have used the work or words of others, appropriate citation or quotation must be provided.

  4. Multiple, Redundant, or Concurrent Publication:
    Authors should not submit the same manuscript to multiple journals or primary publications at the same time. Submitting the same manuscript to more than one journal simultaneously is considered unethical and is not allowed.

  5. Acknowledgment of Sources:
    Proper acknowledgment of others' work must always be given. Authors should cite any publications that have influenced or contributed to their research.

  6. Authorship of the Paper:
    Authorship should be limited to individuals who have made significant contributions to the conception, design, execution, or interpretation of the study. Those who have contributed substantially should be listed as co-authors. The corresponding author should ensure that all appropriate co-authors are included, all co-authors have seen and approved the final version of the paper, and all co-authors agree to its submission for publication.

  7. Disclosure and Conflicts of Interest:
    Authors must disclose any financial or other substantive conflicts of interest that may be perceived to influence the results or interpretation of their work. All sources of financial support for the research should also be disclosed.

  8. Correction of Published Errors:
    If an author discovers a significant error or inaccuracy in their published work, they must promptly inform the journal editor and cooperate to retract or correct the paper.


Duties of Editors:

  1. Fair Play:
    Editors must evaluate manuscripts solely on their intellectual content, without regard to the authors' race, gender, sexual orientation, religious beliefs, ethnicity, citizenship, or political views.

  2. Confidentiality:
    Editors and editorial staff must maintain confidentiality regarding any information about submitted manuscripts, sharing it only with the corresponding author, reviewers, potential reviewers, and other relevant editorial advisers.

  3. Disclosure and Conflicts of Interest:
    Unpublished materials disclosed in a manuscript must not be used for the editor’s own research without the express written consent of the author.

  4. Publication Decisions:
    The editorial board is responsible for deciding which manuscripts will be published, based on the quality and relevance of the work to the research community. The editor's decision should be guided by journal policies and legal requirements, including those concerning plagiarism, copyright infringement, and defamation.

  5. Review of Manuscripts:
    The editor must ensure that each manuscript is initially evaluated for originality. Peer review should be managed fairly, and appropriate experts should be selected as reviewers, ensuring there are no conflicts of interest.


Duties of Reviewers:

  1. Contribution to Editorial Decisions:
    Peer review helps the editor make decisions regarding the manuscript's suitability for publication. Through communication with the author, reviewers can also assist in improving the quality of the manuscript.

  2. Promptness:
    If a reviewer feels unqualified to review the research reported in a manuscript, they should notify the editor promptly so that an appropriate alternative reviewer can be selected.

 

PLAGIARISM POLICY

JIAN Editorial Board recognizes that plagiarism is not acceptable and therefore establishes the following policy stating specific actions (penalties) upon identification of plagiarism/similarities in articles submitted for publication in JIAN. JIAN will use Turnitin's originality-checking software to detect similarities of texts in article manuscripts and the final version of articles ready for publication. A maximum of 30% of similarities is allowed for the submitted papers. Should we find more than 30% of the similarity index, the article will be returned to the author for correction and re-submission.

Definition:

Plagiarism involves the "use or close imitation of the language and thoughts of another author and the representation of them as one's own original work."

Policy:

Papers must be original, unpublished, and not pending publication elsewhere. Any material taken verbatim from another source needs to be clearly identified as different from the present original text by (1) indentation, (2) use of quotation marks, and (3) identification of the source.

Any text of an amount exceeding fair use standards (herein defined as more than two or three sentences or the equivalent thereof) or any graphic material reproduced from another source requires permission from the copyright holder and, if feasible, the original author(s) and also requires identification of the source; e.g., previous publication.

When plagiarism is identified, the Editor in Chief is responsible for the review of this paper and will agree on measures according to the extent of plagiarism detected in the paper in agreement with the following guidelines:

Level of Plagiarism

Minor Plagiarism
A small sentence or short paragraph of another manuscript is plagiarized without any significant data or ideas taken from the other papers or publications.
Punishment: A warning is given to the authors and a request to change the manuscript and properly cite the original sources.
 
Intermediate Plagiarism
A significant data, paragraph, or sentence of an article is plagiarized without proper citation to the original source.
Punishment: The submitted article is automatically rejected.
 
Severe Plagiarism
A large portion of an article is plagiarized and involves many aspects such as reproducing original results (data, formulation, equation, law, statement, etc.), ideas, and methods presented in other publications.
Punishment: The paper is automatically rejected and the authors are forbidden to submit further articles to the journal.
 

ARTICLE PROCESSING CHARGE (APC)

This journal charges the following author fees.

Article Submission: 0 (IDR)
Authors are required to pay an Article Submission Fee as part of the submission process to contribute to review costs.

Article Publication: 100.000 (IDR)
If this paper is accepted for publication, you will be asked to pay an Article Publication Fee to cover publications costs.
